Why does error "0x20020233" or "87" show during activation?

Issue

While trying to perform offline activation, a message shows Error Code 115 or 87 and activation fails.

Description

This usually happens during offline activation. It indicates that the data you are attempting to upload is not up to date.

When this error message shows up, you have to go through the offline activation procedure and generate a new file to upload.
